The “deceptive” anti-spyware programs refer to those anti-spyware applications that you are forced to install and use.
One example is the program SpyAxe. It is not truly an anti-spyware program. In fact, it is a program installed by spyware that compels you to install its anti-spyware solution in order to escape the infection from the spyware it detects.
