According to Decision No. 25/2006/QĐ-BTM regarding the regulations on the use of digital signatures by the Ministry of Trade, all electronic documents signed with a digital signature hold legal value equivalent to that of paper documents that are signed and sealed.
This regulation applies to units and individuals under the Ministry of Trade; trade departments, trade and tourism departments that conduct online transactions with the Ministry of Trade through software provided by the Ministry; businesses utilizing online public services from the Ministry of Trade; and other organizations and individuals engaging in online transactions with the Ministry of Trade.
When there is a need for usage, all aforementioned entities must register with the MOT-CA system management unit of the Department of E-commerce to be issued a card, card reader device, and have the relevant software installed. The management of the digital signature authentication system of the Ministry of Trade is also carried out by this department.
