In an interview with Rossiya 24 on June 11, Dmitry Rogozin, the Director of the Russian Space Agency (Roscosmos), suggested that there may be extraterrestrial life with technology more advanced than that of humanity. He even posited that they might be studying human civilization without our knowledge.
According to Rogozin, thousands of factors could lead to the formation of life in the universe, and human capabilities for space exploration remain quite limited.

“We know about the ‘Big Bang’ theory, but did the ‘Big Bang’ only occur in the part of the universe we can observe?”, Rogozin raised the question. At the same time, the Director of the Russian Space Agency asserted that other worlds may exist, along with countless factors that could lead to the formation of life.
Rogozin mentioned that the Russian Academy of Sciences has conducted various studies, collecting data on extraterrestrial life and unidentified flying objects (UFOs). Currently, Russian experts believe that 99.9% of the reported cases are merely physical and atmospheric phenomena.
Nevertheless, Rogozin remarked: “We still believe that UFO sightings are indeed real.”
The Russian official also indicated that he had reviewed reports from test pilots of Soviet-era aircraft regarding unexplainable phenomena during their initial flight tests. Furthermore, Rogozin also communicated with the National Aeronautics and Space Administration (NASA) and received similar information.
“There could be forms of extraterrestrial life with advanced technology that allow them to study human civilization and our planet just as we study other species on Earth. We can study bacteria, but we ourselves may also be under observation like bacteria,” Rogozin emphasized.
Rogozin’s comments come amid ongoing discussions about UFOs in the United States, where reports of encounters with UFOs have surged since 2017.
There are reports that the Pentagon is operating the Advanced Aerospace Threat Identification Program, tasked with identifying unidentified aerial phenomena (UAP).
In May, for the first time since the 1970s, the U.S. Congress held a public hearing on UAP. Recently, NASA established a research team comprised of leading scientists to study UAP and UFOs.
