The North is welcoming the northeast monsoon, with some areas experiencing severe cold. Meanwhile, the Central region is facing prolonged heavy rain, with rainfall generally ranging from 70 to 150mm, and some areas exceeding 300mm.
According to the National Center for Hydro-Meteorological Forecasting, a cold air mass is moving southward into the northern region.
On the night of November 3, this cold air mass will impact the northeastern region; subsequently affecting the North Central region, most of the Northwestern region, and some areas in the Central region. The northeast winds inland will strengthen to level 3, while coastal areas will reach level 4.

On November 4, the northeastern region and Thanh Hoa will experience colder temperatures. From November 5 to 6, the Northern and North Central regions will continue to be cold, with mountainous areas experiencing severe cold. The lowest temperatures during this cold spell in the Northern and North Central regions are expected to range from 17 to 19 degrees Celsius, with some mountainous areas dropping below 15 degrees Celsius.
The meteorological agency reported that in the afternoon and evening of November 2, the Central region will experience isolated thunderstorms; while in the Southern Highlands and Southern regions, there will be localized heavy to very heavy rain.
From early morning on November 3 to November 4, the area from Ha Tinh to Quang Ngai will see moderate to heavy rain, with scattered thunderstorms and some areas experiencing very heavy rain with a total rainfall of 70-150mm, and some places exceeding 300mm.
There is a warning for the risk of localized heavy rainfall (>150mm/6h).
On November 4, the Thanh Hoa – Nghe An region will experience moderate to heavy rain and scattered thunderstorms, with localized areas receiving rainfall from 30 to 60mm, and some places exceeding 90mm.
Notably, on the night of November 4 and during the day on November 5, the region from Thanh Hoa to Quang Ngai will experience heavy rain, with localized areas seeing very heavy rain and thunderstorms, with total rainfall generally ranging from 70 to 150mm, and some places exceeding 300mm. Specifically, from Ha Tinh to Da Nang, the rainfall is expected to be between 100-250mm, with some areas exceeding 350mm.
Heavy rain in the Central provinces may continue for several days and may extend down to Binh Dinh. Thunderstorms may bring the risk of tornadoes, lightning, and strong winds.
Heavy rainfall and localized downpours could lead to flooding in low-lying areas; flash floods in small rivers and streams, and landslides on slopes.
