Currently, several major banks in Vietnam are collaborating with the Center for Research and Application of Population Data and Citizen Identity Cards (CCCD) – Ministry of Public Security to pilot the use of chip-enabled CCCD cards as a replacement for ATM cards for cash withdrawals at ATMs in Hanoi and Quang Ninh.
Instead of carrying multiple bank cards to ATMs for cash withdrawals, citizens can now use a single chip-enabled CCCD card to carry out various banking transactions, including cash deposits, withdrawals at ATMs, and easy, quick money transfers.
No need for extensive procedures or paperwork; citizens can now withdraw and transfer money at ATMs using only the chip-enabled CCCD card.
However, citizens should be aware of the following when withdrawing cash at ATMs using the chip-enabled CCCD.
How to Withdraw Cash Using the Chip-Enabled Citizen Identity Card at ATMs
To withdraw cash using a chip-enabled CCCD at BIDV’s ATMs, customers can follow these steps:
Step 1: Insert the chip-enabled CCCD into the card reader of the ATM with the back side (where the chip is located) facing the card reader. At the same time, face the ATM’s camera for automatic facial recognition.
Step 2: The system will automatically verify and match the information on the chip-enabled CCCD with the data stored in the bank’s system, meaning citizens do not need to enter a password.
Step 3: Instead of using a password as the sole verification method as is currently the case, using the chip-enabled CCCD, the ATM will scan the customer’s biometric data, and the interface will display verification methods such as facial recognition and fingerprint scanning.
Step 4: After confirming the identity of the cardholder, the ATM will dispense cash, allowing citizens to withdraw money.
Participating Banks in the CCCD Cash Withdrawal Pilot Program at ATMs
Currently, the ability to withdraw cash using chip-enabled CCCDs is being piloted at several major banks such as BIDV, Vietcombank, VietinBank, and others.
For now, the Ministry of Public Security, in collaboration with some banks, is implementing the pilot service for cash withdrawals using chip-enabled CCCDs at select locations in Hanoi and Quang Ninh. It is expected that in the near future, the capability to withdraw cash from CCCDs at ATMs will be expanded nationwide.
Ensuring Safety When Withdrawing Cash Using Chip-Enabled CCCDs at ATMs
According to authorities, in addition to the conveniences of cash withdrawal, using chip-enabled CCCDs for cash withdrawals at ATMs significantly minimizes the risk of card fraud, ensuring safety in financial transactions.
Cash withdrawal operations using chip-enabled CCCDs minimize the risk of customer information fraud with counterfeit documents.
The verification of the cardholder’s information will be matched against the customer’s biometric data through facial recognition and fingerprint scanning. This will significantly reduce the potential for card fraud.
Associate Professor Dr. Ngo Tri Long, former Director of the Institute for Price Market Research, Ministry of Finance, suggests that chip-enabled CCCDs will integrate many functions and be very convenient, replacing many types of cards. This means that in the future, people will no longer need to carry numerous cards in their wallets, just the chip-enabled CCCD will suffice.
Regarding citizens’ concerns about information leakage, Associate Professor Dr. Ngo Tri Long emphasizes that data security is extremely important for any type of card, including ATM and CCCD. With this new cash withdrawal method, citizens’ worries are understandable.
However, he noted that the CCCDs issued by the Ministry of Public Security are created with strict security measures, utilizing customer verification technology through biometric data such as facial recognition and fingerprint scanning, directly linked to national citizen data. Therefore, it is very difficult to forge or leak information, making it less of a concern.
