The Ministry of Natural Resources and Environment (TN&MT) assesses that biodiversity in Vietnam is seriously declining due to the impact of environmental pollution and unreasonable human behaviors towards natural resources.
The establishment of the Biodiversity Law aims to provide relevant sectors, localities, and communities with the theoretical, scientific foundations, and principles to determine the behaviors of managing, exploiting, and utilizing environmental resources, towards the goal of sustainable development.
Currently, the Ministry of TN&MT is preparing to draft the Biodiversity Law Plan. The content of this law focuses on researching and implementing 7 tasks: surveying, assessing, and monitoring biodiversity; establishing conservation plans and sustainably developing biodiversity; protecting rare and precious wild plant and animal gene sources; establishing nature reserves; assigning and decentralizing responsibilities for biodiversity management; sharing benefits in managing and protecting biodiversity; and international cooperation as well as implementing international conventions related to biodiversity.
The draft of this law is expected to be submitted to the Government for approval in early 2007.
