On December 9, Nguyen Thanh Hung, the Director of the Department of E-commerce (Ministry of Trade), announced that the Comprehensive E-commerce Development Plan for the period 2006-2010 has been officially approved according to Decision 222-QD/TTg by the Prime Minister.
Accordingly, there are four major goals for e-commerce development to be achieved by 2010: 60% of large enterprises, including economic groups and the system of state-owned corporations, should adopt e-commerce, specifically in the form of B2B (business to business) transactions; 80% of small and medium-sized enterprises should adopt e-commerce in the forms of B2B and B2C (business to customer); 10% of households should participate in various forms of e-commerce for retail transactions such as B2C and C2C (customer to customer); the fourth goal is to integrate public services such as customs declarations, tax payments, and quotas into electronic transactions.
Tran Thanh Hai, Deputy Director of the Department of E-commerce, stated that although these four goals are not particularly ambitious, given that some countries in the region such as Thailand, Singapore, Brunei, and Malaysia are currently achieving or have already surpassed these levels, significant efforts will be required to reach these targets.
The solutions focused on making these four goals a reality include promoting awareness and training, refining the regulatory framework, providing online services and shopping, advancing technology, enhancing international cooperation, and supporting businesses in various forms.
