According to the Executive Board 112 of Ho Chi Minh City, in 2005, the implementation of three electronic information systems from the Government Office to departments, sectors, and districts significantly improved the reform of many administrative procedures, reducing hassles for citizens.
The Document and Work Record Management System has been deployed at 35 units, leading to a reduction in paperwork and improved management of incoming and outgoing documents, as well as information storage, meeting work demands.
The Socio-Economic Information System for management and the Electronic Information Portal for operations have been implemented in 38 units, providing valuable information for general work.
These three electronic information systems have begun to operate effectively and contributed to enhancing the application of information technology (IT) in state administrative agencies, creating a momentum for the development and application of IT in the city.
In 2005, the core network of Executive Board 112 and online communication services operated well, facilitating the organization of IT training for 3,384 administrative officials in the city.
The electronic mail system has been uniformly deployed, creating private mailboxes for 4,500 officials and units. To further promote the application of IT in the work of the People’s Council and People’s Committee office systems, shared software has also been implemented, such as the “Medical Service Information System,” “Construction Permit Information System,” and “Database for managing export processing zones and industrial zones in the city.” Currently, the city information portal includes 54 member units, 20 online public services, and 360 administrative procedures related to departments, sectors, and districts, functioning effectively.
Ho Chi Minh City has also applied the ISO 9000 quality management system in its administrative agencies. To date, 33 administrative agencies have been implementing the quality management system according to ISO 9001:2000 standards, including 16 districts, 17 facilities, and equivalent agencies. Through surveys and assessments, relevant authorities have issued ISO certification in management and public service to 11 districts and 11 departments and sectors.
In 2006, the city continued to strengthen the expansion of implementation, striving for 100% of districts and departments to apply the quality management system according to ISO 9000 standards by the end of the year.
Simultaneously, the IT system is gradually expanding and developing, applying to communes and wards to promote the reform process in the city. Also in 2006, the city’s electronic portal was launched to align with the city’s electronic information portal, connecting the electronic mail systems of agencies and individuals with the Government’s electronic portal.
