On January 24, in Hanoi, the Vietnam Atomic Energy Institute (VAEI) held a workshop to gather feedback on the Draft Atomic Energy Law of Vietnam (Draft 1.7).

Attending the workshop were representatives from the National Assembly, the Government Office, relevant ministries, and leading scientists in the field of atomic energy.
Prior to this, the drafting committee had organized three workshops (in Hanoi, Ho Chi Minh City, and Da Lat) and selectively gathered feedback, conducting analysis and comparisons with related laws both domestically and internationally.
This draft consists of 16 chapters and 118 articles.
At the workshop, participants focused on discussing issues such as: The structure of the draft (should the chapters on State Management and International Cooperation be condensed and merged into the General Provisions chapter?)
In Chapter V – concerning radiation work and safety assurance services, many opinions suggested that it should be removed due to its limited content. A separate regulation for nuclear power plants should be established. The content of the draft should adhere to safety regulations.
In the General Provisions section of the draft, delegates suggested merging the two principles in Article 5 and Article 6. The state should not have a monopoly on nuclear power. Certification for operational staff at nuclear facilities does not necessarily have to be issued by the Ministry of Science and Technology but can be provided by training institutions; requirements for licenses in certain facilities may overlap with the functions of other ministries.
Regarding regulations on nuclear damage compensation, some opinions indicated that there should not be a cap on compensation liability within the law, leaving it to the government to regulate; the currency unit should not be USD…
The drafting committee will consider the feedback from the workshop, expert consultations, and will continue to research and improve certain issues such as: types of nuclear facilities, distinguishing between licenses and certificates for radiation safety assurance in various activities…
