The EPN Company (Germany) has committed that by 2007, the Phuong Mai Wind Power Plant (a power plant operating on wind energy) will be operational. This commitment was made after the leaders of Binh Dinh Province expressed concerns about the slow progress of the Phuong Mai power plant project.

Recently, during a meeting with the leadership of the European Provider Network (EPN) under the Group for Industrial Services (GFI – Germany) to discuss the progress of the Phuong Mai wind power plant (located on the Phuong Mai Peninsula in the Nhon Hoi Economic Zone, Binh Dinh), Chairman Vu Hoang Ha expressed dissatisfaction with the slow progress of this project.
It is known that the project to construct the Phuong Mai wind power plant was initiated by the Phuong Mai Wind Power Joint Stock Company in 2002.
By August 2005, EPN signed a framework joint venture contract with the Phuong Mai Wind Power Joint Stock Company to implement and finance clean energy projects in Vietnam. The first project chosen was the Phuong Mai Wind Power Plant (Binh Dinh).
However, until now, the implementation of this project has been at a standstill.
According to EPN’s Director J.N. Heckl, for the investment project of the Phuong Mai wind power plant, EPN has made thorough preparations in both technology and finance.
As of now, EPN is ready to start the construction of this plant with a capacity of 50 MW (Phase 1) and plans to increase the capacity to 350 MW. Mr. J.N. Heckl hopes that the Binh Dinh Provincial People’s Committee will facilitate the implementation of the project in the Nhon Hoi Economic Zone and has committed that the plant will officially be operational by mid-2007.
Chairman Vu Hoang Ha of Binh Dinh Province agreed to allow the EPN – Phuong Mai joint venture to continue with the construction of the Phuong Mai wind power plant and requested that all parties involved must focus on accelerating the construction progress, bringing the project into operation to serve the activities of the Nhon Hoi Economic Zone as soon as possible.
During the meeting on March 2, both parties signed a memorandum of understanding regarding the EPN – Phuong Mai joint venture, investing in Phase I of the project over an area of 150 hectares with a total capital of 65 million USD funded by the German Reconstruction Bank KfW.
The joint venture is expected to start land clearance in June 2006, and by early September 2006, machinery will be brought to Vietnam for installation so that the Phuong Mai wind power plant can officially generate electricity by mid-2007.
