Accordingly, after reviewing the content, nature, and severity of the violations related to the loss of the radiation source, the Ministry of Science and Technology’s Inspectorate decided to impose administrative penalties for safety and radiation control against the Rare Isotope Technology Institute for violating two conditions of the radiation operation license No. 2360/GP-BKHCN issued by the Ministry of Science and Technology on December 2, 2004.
The two violations at the Rare Isotope Technology Institute were the failure to establish controlled areas, monitored zones, and appropriate warning signs at the Institute’s facility; at the same time, there were no radiation safety personnel accompanying individuals entering the controlled and monitored areas.
For this behavior, the Ministry of Science and Technology’s Inspectorate fined the Rare Isotope Technology Institute 4 million VND.
Additionally, the Rare Isotope Technology Institute was fined 40 million VND for the act of losing, misplacing, or spilling the radiation source.
Moreover, the Rare Isotope Technology Institute is subject to an additional administrative penalty of revoking the radiation operation license for three months.
The Ministry of Science and Technology’s Inspectorate also requires the Rare Isotope Technology Institute (part of the Vietnam Atomic Energy Institute) to undertake all necessary measures to mitigate the consequences and bear all costs related to the search and rectification of the loss of the radioactive isotope EU-152.
