Hanoi will focus its resources on preserving historical and cultural sites in the city center. Among these efforts, the city will allocate 1.8 trillion VND for the project to restore the Kinh Thien Palace.
According to the Steering Committee Program No. 03 of the Hanoi City Party Committee regarding urban renovation, urban development, and urban economic growth for the period 2021-2025, the city has identified the need to review and allocate resources for the preservation and enhancement of the architectural value of prominent buildings, as well as historical and cultural sites in the city center.
The city is expected to spend 798 billion VND on the conservation project of the archaeological site at 18 Hoang Dieu Street, 136 billion VND for the exhibition house of the Thang Long Imperial Citadel, which is part of the Central Heritage Site of the Thang Long Imperial Citadel – Hanoi, and 1.8 trillion VND to restore the Kinh Thien Palace.
This funding is allocated according to Resolution No. 21 dated September 23, 2021, and Resolution No. 28 dated December 28, 2022, of the Hanoi City People’s Council.
According to the Steering Committee Program No. 03 of the Hanoi City Party Committee, the above projects are currently being implemented. In addition, Hanoi has also completed the study of the Loa Citadel area planning to enhance the value of the monument and link it to tourism development.

Previously, at the seminar “Enhancing the value of the archaeological space at the Thang Long Imperial Citadel” – part of the series of events for the Vietnam-France local cooperation conference, Mr. Nguyen Thanh Quang – Director of the Thang Long – Hanoi Heritage Conservation Center stated that since 2011, the City Party Committee and the Hanoi City People’s Committee have directed the Thang Long – Hanoi Heritage Conservation Center to effectively carry out tasks related to world heritage, especially implementing the 8 commitments of the Prime Minister to the World Heritage Committee regarding the Central Heritage Site of the Thang Long Imperial Citadel – Hanoi.
The key projects of the Thang Long – Hanoi Heritage Conservation Center for the 2021-2025 period include: The conservation project of the archaeological site at 18 Hoang Dieu, the construction of an on-site exhibition museum; the Thang Long Imperial Citadel exhibition project; and the Kinh Thien Palace restoration project.
“The Kinh Thien Palace restoration project is planned to be executed using different preservation methods for several modern architectural structures in the area, ensuring that it does not undermine or alter the outstanding universal value of the heritage site,” Mr. Quang noted.
