According to Mr. Bùi Quốc Việt, the spokesperson for the Vietnam National Postal and Telecommunications Group (VNPT), a structural framework for the Vietnam telecommunications corporation was established in 2006.
Mr. Việt stated that due to the nature of having many member companies and complexity, the plan for VNPT to become the first economic group in January 2006 was overtaken by the Coal Group. He explained, “The structure of VNPT is different and much more complex than that of the Coal Group. Additionally, there are issues surrounding business and public interest that VNPT must bear. Currently, we have developed a framework for the future Group. It is likely that VNPT will officially launch in August 2006.”
According to Decision No. 58/2005/QD-TTg from the Prime Minister, approving the project to establish the Vietnam National Postal and Telecommunications Group based on the restructuring and organization of the Vietnam National Postal and Telecommunications Corporation and its member units, the roadmap for VNPT will be as follows:
From Q2 to Q4 of 2005: Establishment of the Group, the Vietnam Postal Corporation, the Telecommunications Corporations I, II, III, and companies in which the group holds 100% of the charter capital. The privatization of enterprises and business units to form subsidiaries and affiliates.
By Q4 of 2005: The Central Postal Department will be transferred to the management of the Ministry of Post and Telecommunications, and the affiliated units, including the Academy of Postal and Telecommunications Technology and the hospitals belonging to the current Postal and Telecommunications Corporation, will be transformed into independent units operating under the mechanism specified in Decree No. 10/2002/ND-CP of the Government.
By January 2006, the Vietnam Postal and Telecommunications Group will officially be launched.
However, according to many experts, VNPT will need more time to adapt and address internal and political issues to truly become the leading enterprise of the nation.
