Recently, the simulated images of the “To Lich Historical – Cultural – Spiritual Park” project aimed at revitalizing the To Lich River have attracted public interest.
Recently, the Japan-Vietnam Environmental Group JVE sent a document to the Hanoi City Party Committee and the Hanoi People’s Committee proposing a “Comprehensive Solution” to transform the To Lich River into an “To Lich Historical-Cultural-Spiritual Park” funded by Japan. This project aims to revitalize the entire 14.6 km stretch of the To Lich River flowing through the districts of Dong Da, Thanh Xuan, Cau Giay, Hoang Mai, and Thanh Tri.
The project has four specific criteria: No impact on residential areas along the riverbanks; Revitalization according to actual dimensions, including river corridor areas, riverbanks, riverbed, and underground layers; Thoroughly addressing foul odors and pollution sources both in and out of the river; Constructing a drainage and underground tunnel system to prevent flooding for the entire To Lich River basin; Developing the landscape of the “To Lich Historical-Cultural-Spiritual Park.”
According to Japanese experts, to truly “revive” the To Lich River, a comprehensive solution is needed to address all issues such as: Collecting wastewater; Supplementing water for the river after all wastewater is collected; Completely treating the sources of foul odors; Addressing sediment layers; Treating polluted water in the river; Drainage to prevent flooding during storms; Preserving historical, cultural, and spiritual values; Developing tourism…
The To Lich River will feature vertical banks and a stone bed (expanding the riverbed cross-section, removing the current grassy slope). Along both sides of the river, there will be rows of trees and walking paths with fresh air.
The To Lich River will be revived with clear water, fish swimming, and lush vegetation and flowering trees lining the banks. On the river, there will be dragon boat services for tourists to admire the colorful beauty.
In the proposal from JVE, it is also mentioned that visitors will enjoy various art forms such as: Ca Tru singing, Quan Ho singing, folk songs from the three regions, traditional opera, and street performances featuring violin music, ethnic music, and bamboo dancing…
A convenient transportation system, including trams, shuttle buses, and roadways, will facilitate easy access for visitors to the To Lich Park.
“To Lich Historical-Cultural-Spiritual Park” will feature smart parking systems in the Japanese style, as well as host Cultural Festivals during commemorative events throughout the year.
The project team will welcome all objective feedback from scientists and experts both domestically and internationally regarding the project to “revive” the To Lich River, which is closely linked to the history and development of Hanoi, the capital of a thousand years of civilization.
