The Ministry of Information and Communications has required Internet Service Providers (ISPs) to install software for managing public Internet access points. The deadline for compliance is August 1.

This management software is designed to retain customer information, including websites accessed, time spent, and types of services used (such as email, chat, FTP, Telnet, etc.) for a period of 30 days. The retention period starts from the moment the information is sent to or received from the server, aiding authorities in maintaining information security.
According to the Ministry’s requirements, in addition to monitoring access points through the software, service providers must implement technical measures to prevent users from accessing harmful content on the Internet. Furthermore, Internet access points are only permitted to provide user information to authorized state agencies.
Since July 1, the Departments of Information and Communications have conducted comprehensive inspections of Internet access points operating in their jurisdictions. Results indicate that among the ISPs, only the Vietnam Data Communication Company (VDC) and Viettel Internet Company have reported to the Ministry about testing the management software in several major provinces and cities.
To assist access points in streamlining the storage of user information and identification documentation, ISPs have previously proposed a plan to issue pre-installed identification confirmation codes within the management software.
