The Ministry of Fisheries has just issued Directive 09, calling for enhanced supervision over the supply chain of input factors in aquaculture. Accordingly, the use of chicken manure and other unidentified poultry products as fish feed is strictly prohibited.

In the directive, Minister of Fisheries Ta Quang Ngoc instructed the Department of Quality Management, Food Safety, and Aquaculture Veterinary (Nafiqaved, the standing agency of the Avian Influenza and Human Pandemic Prevention Task Force under the Ministry of Fisheries) to establish a permanent task force to combat avian influenza and human pandemic issues.
Additionally, Nafiqaved needs to implement strict controls to prevent the spread of the virus into aquatic environments and production areas. The department must guide aquaculture producers in executing preventive hygiene measures when using poultry and aquatic products that have been quarantined for use in aquaculture.

Specialized units within the sector, particularly those equipped to support health and veterinary services when necessary (quality management agencies, food safety, and aquaculture veterinary at both central and local levels, research institutes, universities, etc.), are responsible for closely coordinating with Nafiqaved to proactively prepare equipment and personnel ready to participate in training, receive chemicals, environmental samples, and testing kits to support disease prevention when requested.
Moreover, Minister Ta Quang Ngoc emphasized to the Financial Planning Department, Fisheries Departments, Departments of Agriculture and Rural Development managing fisheries, and the Vietnam Association of Seafood Producers and Exporters (VASEP) to direct and guide production and processing establishments to understand domestic consumer demand, to proactively plan and boost seafood production to supply the domestic market, compensating for the shortage of poultry products for local communities, major cities, and concentrated industrial zones.
Simultaneously, plans should be made to prepare a stockpile of seafood products, ready to meet the increased food demand during festival days, the New Year, and the Lunar New Year, contributing effectively to stabilizing market prices.
