Yesterday (July 10), the Vietnam Post and Telecommunications Group (VNPT) expanded its services by adding 8 E1 connections for the Electricity of Vietnam’s Telecommunications Company (EVN Telecom). On the same day, the Ministry of Information and Communications signed a decision allowing VNPT to reduce charges for 5 types of leased channels.

These 8 connections will serve E-Com, E-Phone, and VoIP services. On July 7, VNPT sent a letter requesting provincial and municipal post offices to set up 8 E1 connections for EVN Telecom before July 15. These E1 connections will enable EVN to provide fixed telephone services (E-Com, E-Phone) and VoIP (179).
Each E1 connection supports up to 30 simultaneous calls. According to the VNPT Telecommunication Operations Center, VNPT had previously provided EVN with 12 E1 connections to meet the demand of the mobile network 096.
Most recently, during a meeting on June 20, aimed at addressing existing issues in the deployment of E-Mobile and E-Com services, VNPT requested EVN Telecom to detail the traffic statistics for congested calls, in accordance with Regulation 12 of the Ministry of Information and Communications. Accordingly, VNPT will consider increasing capacity in areas experiencing congestion in EVN’s network, aligning with the capabilities and networks of both parties.
Commenting on the recent state of telecommunications connectivity between VNPT and EVN Telecom, a representative from the Ministry’s Connectivity Task Force stated that before disputes and complaints arise, companies should report to regulatory authorities following proper procedures to avoid causing negative public sentiment.
On the same day, the Ministry of Information and Communications also signed a decision allowing VNPT to reduce 5 types of leased channel fees.
These include fees for international telecommunications channels; inter-provincial telecommunications channels; intra-provincial telecommunications channels; local telecommunications channels; and international telecommunications channels via underwater optical cable of the Vietnam Post and Telecommunications Group applicable to Internet service providers (IXP) leasing for international Internet connectivity.
The Ministry stipulates that the fee for international private leased channels via underwater optical cable has a ceiling of 1,733 and a floor of 1,300 USD/channel/month. For a channel speed of 2048 Kb/s, the ceiling is set at 8,107 and the floor at 6,081 USD/channel/month.
For a channel speed of 45 Mb/s, the ceiling is 77,701 and the floor is 58,276 USD/channel/month. For a channel speed of 155 Mb/s, the ceiling is 154,519 and the floor is 115,889 USD/channel/month. As a result, the channel fees will be reduced by 15-50%, with the highest reductions for high-speed channels.
Additionally, other types of channels such as private leased channels, inter-provincial, local, and private IXP channels will see average reductions of 10-55% depending on speed type. The largest reductions focus on high-speed channels such as 155 Kb/s and 45 Mb/s, with the highest reduction of 60% applied to international telecommunications channels compared to current rates.
A notable difference in this fee reduction decision is that the Ministry focuses solely on 4 types of channels with speeds of 64 Kb/s, 2048 Kb/s, 45 Mb/s, and 155 Mb/s. Other speed types will be adjusted by the companies themselves.
