4:20 PM: Power Outages in Some Residential Areas of Hanoi
By late afternoon, several neighborhoods were without power, including Dong Phuong Yen (Chuong My) and Tay Mo (Nam Tu Liem). Concerned about extensive power outages, many residents began cooking and storing hot water early in the day. Ms. Thanh Tam (Tay Mo) was in the process of rinsing rice when the power went out, forcing her family to switch to instant noodles for dinner.

3:50 PM: Quang Ninh and Hai Phong Devastated, Residents Clean Up
In Hai Phong, the storm winds have eased, allowing residents to clear away blown roofs, fallen trees, and damaged utility poles.

Van Don (Quang Ninh) is also in a similar situation. Roof sheets and warning signs litter the roads, with most roadside trees leaning, uprooted, or broken. Just moments later, heavy rain returned. A communication tower was damaged, causing a loss of mobile and 4G coverage across the area.

3:45 PM: Storm Winds in Hanoi Expected to Strengthen
Mr. Nguyen Van Huong, head of the National Center for Meteorological and Hydrological Forecasting, stated that the storm is currently about 200 km from Hanoi, but due to its large circulation, winds of level 4-5 have been recorded since early afternoon, with gusts reaching levels 6-7. However, this is not yet the storm’s peak; as the storm center approaches tonight, wind speeds in Hanoi are expected to increase to levels 6-7, with gusts of 9-10.
“In recent hours, many trees in Hanoi have been uprooted, and the increasing wind levels indicate that this situation may continue,” Mr. Huong added that for the next 12 hours, residents of Hanoi should not leave their homes; the weather in the capital is not expected to return to normal until tomorrow morning.

In the next 3-6 hours, the storm is expected to move deeper into the Northeastern region with maximum wind speeds of level 9-11, before shifting to the Northwestern region and weakening into a low-pressure area. Under the influence of the storm’s circulation, strong winds of levels 9-11 will continue in Quang Ninh, Hai Phong, Thai Binh, and Nam Dinh, while Bac Giang, Bac Ninh, Lang Son, and Hung Yen will experience winds of levels 8-9, with gusts of 11-12.
3:20 PM: Hanoi Halts Metro and Bus Services
This afternoon, the city of Hanoi suspended public transportation services. The two elevated train lines, Cat Linh – Ha Dong and Nhon – Hanoi Station, halted operations from 1 PM, with bus services gradually stopping from 3 PM. The time for resuming operations will be announced based on the actual situation after the storm passes.

3:10 PM: Cracks in National Road through Thanh Hoa
National Road 15 and National Road 16 through Thanh Hoa province experienced some sections of landslides, with cracks forming in the road bed, creating safety hazards for traffic.

3:05 PM: Roof Blown Off Shoe Company in Thuong Dinh, Hanoi
On the afternoon of September 7, strong winds blew off the roof of a shoe factory in Thuong Dinh, Thanh Xuan. Fallen trees caused some vehicle owners to hurriedly drive their cars to avoid being crushed by uprooted trees.
The Chairman of the Hanoi People’s Committee, Tran Sy Thanh, urged residents to stay indoors to avoid life-threatening risks.
The Northern Delta and Mid-lands Meteorological Station reported rainfall from 7 AM to 1 PM today in Hanoi ranged from 30-60mm. Forecasts indicate that in the afternoon and evening, the inner city and some districts will experience strong winds of levels 5-6, escalating to levels 7-8, with gusts reaching level 10.
From this afternoon until tomorrow morning, the city will experience heavy to very heavy rainfall; in the inner city and districts such as Gia Lam, Hoai Duc, Dan Phuong, Thanh Tri, Thuong Tin, Thanh Oai, Thach That, Quoc Oai, Dong Anh, Soc Son, and Me Linh, rainfall could reach 200-300mm, with some areas exceeding 400mm; in Son Tay town and districts like Phuc Tho, Chuong My, Ba Vi, My Duc, Ung Hoa, and Phu Xuyen, rainfall could reach 150-250mm, with some areas exceeding 350mm.

2:30 PM: Landslide on National Road 4H through Dien Bien
Heavy rain caused a large mass of earth and rocks to fall onto National Road 4H through Muong Nhe district, Dien Bien province on the morning of September 7. Traffic here has been disrupted, and vehicles have been redirected to alternate routes.

2:20 PM: Entire Provinces of Quang Ninh and Thai Binh Without Power
A representative from Quang Ninh Power Company reported that the entire province has shut off power for safety reasons. Quick statistics in Quang Ninh show that 14 110kV substations have been disconnected from operation, and 84 medium-voltage lines have encountered issues due to Typhoon Yagi. Currently, 4 power lines have been restored by the electricity sector, with approximately 274,000 customers in the area experiencing power outages.
In Thai Binh, according to rapid reports, 4 110kV lines have encountered issues, and 3 110kV substations are currently without power. 110 medium-voltage lines (with voltages of 15kV and above) are also without power. Approximately 570,000 customers in Thai Binh are affected. Local power companies have prepared enough materials and equipment and are waiting for the storm to pass to quickly restore power to residents.

The coastal area in Tien Hai, Thai Binh is experiencing very strong winds accompanied by heavy rain. Many casuarina trees that shield against waves have been broken. People standing against the wind may be blown away if not steady.

In Hai Phong, rain and wind are roaring in bursts. A crane at a construction site on Hong Bang Road, Hong Bang District, shook and spun for two hours before collapsing.

1:55 PM: Many Streetlights and Signs Down on Highways and National Roads
According to the Quang Ninh Department of Transport, as of 1:45 PM, authorities have banned vehicles from crossing Bach Dang Bridge, Bai Chay… On the Hanoi – Hai Phong highway, National Roads 18, 18B, 279 have seen many light poles, trees, and signs down.
On provincial roads, authorities have banned traffic on Van Don Bridge – Provincial Road 334; several low-lying areas are flooded. Currently, there are few vehicles traveling on the roads.

Located in the eye of the storm at level 12, Do Son District is engulfed in heavy rain and howling winds. Rows of pine and palm trees are stripped bare, leaning and falling over.
1:40 PM: Winds Tear Off Boat Tarps in Quang Ninh
In the Van Don sea area (Quang Ninh), many boats have broken free from their moorings and are drifting at sea. Strong winds have ripped the roofs off several vessels. After some boats were set adrift, individuals fell into the water, prompting local authorities to prevent residents from boarding the boats to ensure safety.
