On November 1, Prime Minister Phan Van Khai issued a directive to the chairpersons of provincial and municipal People’s Committees and leaders of relevant ministries and sectors.
Accordingly, the Prime Minister requested that ministries, sectors, and localities focus on decisively implementing measures to prevent and control the epidemic, closely monitoring the situation of the flu virus down to each household, cluster, residential group, hamlet, and village. If infected poultry or poultry deaths of unknown causes are detected, immediate measures must be taken to cull the affected birds, disinfect the area, contain the outbreak, and prohibit the transportation of animals out of the outbreak zone.
Agencies must closely coordinate to disseminate, educate, and mobilize people at the grassroots level about epidemic prevention so that residents fully understand the dangers and risks posed by the pandemic.
Localities must immediately implement measures to prohibit poultry farming within city limits in cities, towns, and townships, starting with Hanoi, Ho Chi Minh City, and other centrally governed cities. There should be no trading or slaughtering of live livestock and poultry at markets located within city limits. In particular, from now on, the processing and sale of livestock and poultry blood dishes are strictly prohibited.
