Late on November 14, heavy rain combined with floodwaters from upstream overflowed the Da Dam in the center of Hue City, causing numerous streets and residential areas to become inundated.
At around 10 PM, torrential rain caused water levels to rise rapidly, spilling over the Da Dam. Police set up barriers at both ends to prevent people and vehicles from passing through.
Many central streets in Hue City, including Ba Trieu, Truong Chinh, To Huu, Nguyen Cong Tru, and Phan Chu Trinh, experienced flooding of 0.3 to 0.5 meters. Several car owners on To Huu Street and in the Xuan Phu apartment complex had to call for rescue vehicles.

Floodwaters inundated homes along the Huong, An Cuu, and Nhu Y rivers, causing depths of 0.5 to 0.7 meters. Over 1,000 households on Hen Islet in Vy Da Ward, situated in the middle of the Huong River, also faced flooding of 0.5 meters. The ancient street of Bao Vinh in Huong Vinh Ward is currently being flooded.
Ms. Tran Thi My Ni, 33, living on Hoang Quoc Viet Street in An Dong Ward, reported that she received a notification about the Ta Trach reservoir upstream of the Huong River releasing water downstream due to heavy rainfall, but she did not expect the floods to rise so quickly, leaving her and her husband unprepared.
“In the afternoon, I noticed there was no rain and the river water was rising slowly, so I was complacent and didn’t move my goods to avoid flooding. Within just a few hours, the water had flooded the street and entered my shop,” Ms. My Ni stated.

The Thua Thien Hue Meteorological and Hydrological Station reported that due to the influence of cold air and high-altitude easterly winds, in the past 24 hours, Thua Thien Hue has experienced very heavy rainfall. Rainfall levels in Huong Son reached 910 mm, Thuong Quang 870 mm, Thuong Lo 815 mm, Thuong Nhat 790 mm, and Bach Ma 790 mm.
It is forecasted that heavy rain will continue, with rivers rising rapidly. The Huong River is expected to reach 4 meters, exceeding warning level 3 by 0.5 meters (approximately the peak flood level of 2022); the Bo River will rise to 3.65 meters, above warning level 2 by 0.65 meters; and the Truoi River will rise to 3 meters.
The People’s Committee of Thua Thien Hue Province has announced a school closure for all students tomorrow to avoid flooding.
In addition to Thua Thien Hue, heavy rain has also affected Nghe An, Ha Tinh, Quang Tri, Quang Nam, and Quang Ngai, causing localized flooding and landslides on several roads.
