On November 10-11, Deputy Prime Minister Nguyen Tan Dung signed a document conveying the Prime Minister’s directives on the prevention of avian influenza and human pandemic flu.
Accordingly, the Prime Minister instructed the People’s Committees of provinces and cities to collaborate with relevant ministries and departments to mobilize specialized forces, inter-sectoral teams, armed forces, local militia, and students from schools to participate in flu prevention efforts.
The document also emphasized the need for strict surveillance of the disease at the grassroots level; in the event of an outbreak or detection of poultry and waterfowl infected with the flu virus, an official announcement of the outbreak must be made, and infected poultry (including those that died from unknown causes) should be immediately disposed of to prevent widespread transmission.
Quarantine checkpoints must be established with the participation of veterinary officials, military personnel, police, and market management authorities at key traffic junctions, city entrances, and in areas with outbreaks.

During his visit, the leaders of the Lac Ve Poultry Breeding Enterprise in Bac Ninh and farming households in Yen Lu commune – which has declared an outbreak in Yen Dung district (Bac Giang) – expressed their desire for the government to implement appropriate support policies for farmers.
According to reports from the Lac Ve Poultry Breeding Enterprise, the enterprise currently has 61,000 chickens; however, due to a lack of market demand, the monthly feed expenses alone result in a loss of approximately 750 million VND. In Yen Lu commune, which is impoverished, 40-50% of farmers’ income is derived from livestock, so the average compensation of 15,000 VND per chicken destroyed is insufficient to mitigate the losses.
* Yesterday morning (November 10), Deputy Prime Minister Pham Gia Khiem and the Government delegation held a working session with the Hai Phong City People’s Committee regarding an emergency response plan for avian influenza and human influenza A. The Deputy Prime Minister emphasized: “Preventing the outbreak is a key directive task of our Party and State. Hai Phong needs to set aside less urgent matters to focus on epidemic prevention and mobilize the entire political system to participate. We must strive to prevent an outbreak from occurring in Hai Phong.”
